Dakota County is the third most populated county in Minnesota and is located in the east-central portion of the state. The population as of the 2020 census was 440,000. The county seat is Hastings, and the state was named for the Dakota Sioux tribe who inhabited the area. The Board of Commissioners governs the county, and there are seven commissioners. The County votes Democratic.
Courthouse The County Courthouse is at 1560 Highway 55/Pleasant Drive in Hastings, MN. It was built in 1973-1974 in the modern style. An addition was added in 1988. It is a three-story mulberry-toned jumbo brick, concrete, and glass structure. The grounds are landscaped, and the building sits just west of downtown Hastings.
County Clerk
The Clerk’s Office in Dakota County, MN, is responsible for maintaining public records for the county. The Office provides public access to records under local government regulations and laws. The Office also provides support for the local elections process. You can also find residential property records, including mortgage and deed records, parcel zoning and structural details, sales history valuations, property tax assessments, and deeds.

District Court
The First Judicial District Court is at 1560 Highway 55, Hastings, MN 55033. Phone: 651-377-7180. It has 36 judges and more than 250 staff that handle 95,000 cases annually. This includes six other counties. The court aims to “provide justice through a system that assures equal access for the fair and timely resolution of cases and controversies.”
The District Court has jurisdiction in civil, family, probate, juvenile, criminal and traffic cases filed in Dakota County.
There are three court locations in Dakota County. The Judicial Center is in Hastings, the Western Service Center is in Apple Valley, and the Northern Service Center is in West St. Paul. Still, she cannot help you with birth or death certificates, marriage certificates, immigration records, real estate records, or Recognition of Parentage (ROP) forms.
You can obtain records at the district courthouse, which offers electronic access to statewide public case records. Tax Court
Tax Court hears appeals of orders issued by the Commissioner of Revenue and appeals of local property tax valuations, equalization, classification, and exemptions. The Tax Court is located in the Minnesota Judicial Center in St. Paul; however, judges can travel throughout the state to conduct tax court trials.
Minnesota Workers’ Compensation Court of Appeals
The Minnesota Workers’ Compensation Court of Appeals hears appeals of workers’ compensation cases. These cases are decided by compensation judges at the Office of Administrative Hears and the Workers’ Compensation Division of the Department of Labor and Industry.
Felony Drug Court
Drug Court is for substance-dependent offenders who are charged with felony drug offenses and are at high risk of reoffending. Participants in the program address sobriety, receive community support, and work toward education and housing goals. They focus on becoming productive, law-abiding members of Minnesota society.
